Department of Crop Inspection and Certification

The Department of Crop Inspection and Certification (DCIC) consists of three divisions namely, the Phytosanitary and Quarantine Inspection Services Division (PQIS); the National Seed Certification Services Division (NSCS) and the Agrochemicals Control Division (ACC). DCIC is headed by a Commissioner, by the name of Mr. Paul Mwambu, assisted by Assistant Coomissioners who head each departmental division.

Mandate

Support sustainable inspection and certification in conformity with national and international phytosanitary, seed/planting materials and agro-chemicals control requirements, for improved food security, nutrition and household income.

key functions and outputs

Key Functions

  • Review, update, formulate and implement policies, legislation, regulations, standards, strategies and plans for inspection and certification of plants/plant products, seeds, planting materials and agrochemicals;
  • Enforce legislation, regulations and standards on plants/plant products (phytosanitary), seeds, planting materials and agro-chemicals;
  • Ensure continued market access for Ugandan agricultural products;
  • Create awareness on phytosanitary, seeds, planting materials and agro-chemicals legislation & regulations;
  • Establish and maintain plant quarantine facilities, seed and agro-chemical analytical laboratories;
  • Collaborate with national and international organizations on technology generation, standard setting, regulation and certification of plants, plant products, regulated articles, seeds and agro-chemicals;
  • Capacity building of service providers/ inspectors in phytosanitary systems, inspection of seeds, planting materials and agro-chemicals inspection and certification;
  • Registration and certification of seeds, planting materials, plant and plant products and agro-chemicals;
  • Establish and maintain database on regulation and certification of seeds, planting materials, phytosanitary and agro-chemicals;
  • Train and gazette plant inspectors in seeds, phytosanitary and agro-chemicals.
