The specific objectives are:

  • To formulate and review Policies, standards, Strategies and plans on crop production, post harvest handling, primary processing, marketing and food and nutrition security.

  • To support the transfer of improved and appropriate crop production and marketing technologies to service providers, processors, traders and consumers.
  • rn
  • To collaborate with the meteorological department, National, regional and interNational food and Agricultural surveillance institutions and organizations for early warning on climate change and food security.

  • To provide quality assurance on good Agricultural practices and advisory services on crop production, primary processing, marketing, food and nutrition.

  • To build capacity of service providers on crop production, primary processing, marketing, food and nutrition.

  • To support the provision of improved seed/planting materials and sustainable use of natural resources.

Structure

The Department has only one division of Crop Production headed by an Assistant Commissioner. It has two sections, namely; Nutrition and Home Economics and Cash Crops, headed by Principal Agricultural Officers.  Besides, the department has three units of Cash crops, Food Crops and Horticulture within the Crops Section.

1.     Nutrition and Home Economics Section

To develop and implement sustainable agricultural linked food and nutrition policies and programs.

  • Participate in the formulation and review of National Food and Nutrition policies and plans.
  • rn
  • Develop food-based strategies and plans for increasing availability and accessibility of nutritious food crops, which promote human nutrition.

  • Coordinate, guide and supervise the formulation and implementation of District Food and Nutrition Action Plans.
  • rn
  • Carry out technical backstopping of local government on nutrition, home economics and family life activities.
  • rn
  • Establish national food and nutritional surveillance systems to provide timely information to stabilize food and nutritional situation.
  • rn
  • Develop guidelines to strengthen the linkages between nutrition and agriculture development programs.

  • Guide and promote development of small scale/cottage food processing activities.
  • rn
  • Liaise with the crop production division in designing and promoting primary crop processing and storage technologies.

  • Quality assurance of NAADS and district programs to ensure household food and nutrition security.

  • Secretariat to the Food and Nutrition council, home economics, gender, HIV/AIDS activities.

  • Promote and guide integration of proper nutrition in schools and youth programs including school gardening.

  • Liaise and collaborate with all agencies that participate in improving nutrition and food security.

  • Guide technology generation and dissemination to improve nutritional content of staple and indigenous foods.

  • Liaise with Meteorology Department on agro-metrological matters and collaborating with regional and international food agricultural surveillance institutions and organizations.

  • Carry out studies and develop proposals for diversification and increased crop production to ensure food security and nutrition at household and national.

  • Collaborate and consult other related agencies on early warning and food information systems.

(a) Cash Crop Unit

Objective:

Ensure development and implementation of policies and programs to stimulation of cash crop production and marketing in the country.

Functions:

    rn
  • Coordinate the initiation and formulation of policies, regulation, standards, strategies and plans for cash crops;
  • rn
  • Monitor and give technical guidance to local government; NGOs and other stakeholders on cash crops;
  • rn
  • Build capacity of local governments, NGOs and other stakeholders on cash crop production, value addition and marketing;
  • rn
  • Prepare technical guidelines, booklets and other education materials on cash crops;
  • rn
  • Liaise and collaborate with all agencies that participate in improving production and quality of cash crops.
  • rn
  • Liaise with Agricultural Research and extension institutions in the generation and dissemination of appropriate cash crop technologies;
  • rn
  • Participate in the collection, analysis, packaging and dissemination of cash crop data.

(b) Food Crops Unit

To provide guidance on sustainable food crops production to ensure food security and exports for improved farm incomes and poverty eradication.

  • Initiate and review policies and strategies for food crops production and marketing.
  • rn
  • Liaise with different organizations to capture new technologies and production and marketing data relating to the food crops value chain.
  • rn
  • Ensure orderly delivery of technical advice and other assistance to local government personnel involved in food crops production and marketing.
  • rn
  • Monitor and evaluate the capacity, capability and effectiveness of extension service delivery to local governments and advise the Assistant Commissioner, crop production accordingly.
  • rn
  • Prepare periodic performance reports of the food crops section.
  • rn
  • Spearhead organization and conduction of food crops information meant for public consumption.
  • rn
  • Liaise with NARO about the introduction of suitable planting materials and seeds for improved productivity in the sector.
  • rn
  • Ensure that periodic reports are written and submitted to the assistant Commissioner Crop production.
  • rn
  • Liaise with NARO over the use of growth regulators in stimulating increased crop productivity/storage/conditioning.
  • rn
  • Estimate total acreage, productivity and value of the food crops sub sector in the country.
  • rn
  • Certify plans and resource requirements for the food and nutrition security section
  • rn
  • Work closely with the post-harvest program and other expertise in the ministry to facilitate value addition where applicable.

(c) Horticulture Unit
