External Job Advertisement for “Enhancing National Food Security through Increased Rice Production (ENRP)” Project Staff

The Ministry of Agriculture, Animal Industry and Fisheries received funding from the Islamic Development Bank (IDB) to support government of Uganda’s efforts to attain rice self-sufficiency through “Enhancing National Food Security through Increased Rice Production (ENRP) Project”. The project will contribute to the increase in production, marketing and consumption of rice for improved Nutrition, Food Security and Incomes in Uganda as well as support, build and strengthen the institutional and technical capacities, for sustained agricultural growth that contributes to the poverty alleviation and food security.

 

The Permanent Secretary (MAAIF) wishes to invite applications from suitably qualified Ugandans to fill the contract positions under the ENRP Project.

Applicants should fill Public Service Commission (PSC) Form 3 (2008) in triplicate and attach certified copies of academic certificates and testimonials, appointment letters as evidence of working experience and two referees, one of whom must be a current or previous employer and most recent passport photographs.

  1. Job Title: Project Engineer

Job Summary:   Heading, Coordinating, planning, designing and implementing of all project engineering activities and ensure close liaison with the project management and steering committee

Duties and Responsibilities:

  1. Draw/Review Terms of Reference for irrigation studies and Environmental assessment.
  2. Carry out an Evaluation of Engineering aspects of the project.
  3. Carry out supervision for activities under review for delivery.
  4. Preparation of Progress Reports (including Quarterly and Annual Reports).
  5. Support the conduct of environmental impact assessments for all construction works.
  6. Supervision of the consultant to comply with the Terms of Reference, Technical Specifications and drawings in the contract and any other regulatory and contractual obligations related to Engineering.
  7. Prepare, schedule, coordinate, and monitor all assigned projects as well as Monitor compliance in all areas
  8. Build capacity of MAAIF and district staff, and project beneficiaries in irrigation and drainage development, and Irrigation infrastructure Management and maintenance through Water Users Associations (WUA)
  9. Participate in the preparation of all procurement documents related to the procurement of consultancy services and contractors for the implementation of the Project;
  10. Participate in contract negotiations with the consultants recommended for award of contract;
  11. Maintain proper records of all Engineering procurement documentation and develop a monitoring and reporting system in line with the IDB’s progress reporting requirements;
  12. Observe the implementation progress of the Project and advise the Project Coordinator on issues that need attention and improvement;
  13. Follow-up closely on the activities of the consultant’s and contractor’s works with the view to ensure that they adhere to the project implementation schedule and generally advise the Project Coordinator on progress; as well as monitor the progress of the works by comparing the actual progress with the approved programme of the works and recommend to the Contractor the appropriate measures to be taken, in case the works are behind schedule;
  14. Participate in organizing and always attending site meetings to review progress of the Works.
  15. To prepare draft agendas and minutes of meetings of all formal visits in which he participates;
  16. Advise the Project Management on possible ways to avoid unforeseen extra expenditures for the project; as well as on any possible claim or contractual problems arising during the works.
  17. Ensure that consultants prepares reports at all stages of the project and that the views of the Government, IDB and other stakeholders are duly incorporated in the final reports;
  18. Perform any other relevant duties as may be instructed by the Supervisor.

Job Title:                Site Engineer

Job Summary:        To implement and provide technical support of infrastructural installations, designs and liaise with the project engineer and other technical staff at the centre.

Duties and Responsibilities:

  1. Provide technical advise on a construction site for contractors, subcontractors, craftspeople and operatives;
  2. Ensure that all materials used and work performed are in accordance with the specifications;
  3. Manage, monitor and interpret the contract design documents supplied by the consultant/architect/contractor.
  4. Liaise with any consultants, contractors, sub-contractors, supervisors, planners, quantity surveyors and the general workforce involved in the project;
  5. Liaise with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws
  6. Liaise with district officials, farmers, architects, engineers and surveyors on behalf of the project, including attending regular meetings to keep them informed of progress;
  7. Carry out day-to-day management of the site, including supervising and monitoring the site labour force and the work of any contractor and subcontractors
  8. Oversee quality control and health and safety matters on site;
  9. Maintain proper records of all procurement documentation and develop a monitoring and reporting system in line with the IDB’s progress reporting requirement;
  10. Generally, observe the implementation progress of the Project and advise the Project Engineer and the Project Coordinator on issues that need attention and improvement on site;
  11. Follow-up closely on the day to day activities of the consultants’ and contractor’s works on site with the view to ensure that they adhere to the project implementation schedule and generally advise the Project Engineer and Project Coordinator on progress;
  12. Advise the Project Coordinator on possible problems that might be encountered during study, surveys and construction and recommend appropriate solutions (in particular identify possible sources of delays, cost overruns, and propose measures to overcome them);
  13. Participate in the preparation of the Project Completion Report at the completion of the Project for submission to the Government and IDB; and
  14. Support the conduct of environmental impact assessments for all construction works
  15. Facilitate technical training activities.
  16. Review the results of activities of the project and provide recommendations for the improvement of the project’s work-plan.
  17. Perform any other assignment in the field of competence as may be required.

Job Summary:   Coordination of community mobilization and Capacity Building and Institutional Development of the community, Farmer Groups for rice value chain.

Duties and Responsibilities:

  1. Develop and implement a business development plan for the Ugandan and Regional markets in consultation with the Project Coordinator to achieve business goals.
  2. Research the market and identify new business opportunities and develop a thorough product knowledge and local market business intelligence.
  3. Respond to queries regarding the project, rice quality, rice market in a timely manner.
  4. Identify high potential strategic partnerships in all sectors and link them with ENRP for future opportunities and relationships
  5. Develop an internal reports and documentation system.
  6. Participate in industry forums, relevant meetings and conferences as a representative of the ENRP.
  7. Engaging with non-implementing stakeholders who can help drive demand, such as government, development agencies, educational institutes, industry associations, corporate HR and more
  8. Advocating and networking to maintain a high personal profile within relevant circles and groups including attending/speaking at events
  9. Determine the training and capacity building needs of stakeholders especially farmers, and other stakeholders.
  10. Liaise with the Consultants and other PIU members in implementation of community mobilization, identification of stakeholders; assessment of irrigation needs, drumming-up community support for improved services, and irrigation and drainage awareness campaigns.
  11. Liaise with Busowa Coop Ltd, Ms. Pearl Rice Ltd. and Local Authorities in setting up Water User Associations Authorities and other organized farmer groups.
  12. Monitoring and providing support to Water User Associations and Private Partners in operation and management of the irrigation Schemes. Assist in compiling of monthly reports to the PIU/Directorate of Crop Resources
  13. Participate in documentation of experiences learnt in the sub-sector for use in the other Water for Agricultural Production sub-sector
  14. Promote Gender activities on the project in line with the agricultural sector gender and youth mainstreaming strategy.
  15. Spearhead the promotion of the Rice Value Chains in the Project locations.
  16. Develop and implement agribusiness plans in the project locations for building the capacities of beneficiaries and support transforming into economically viable legal entities such as Limited Liability Companies.
  17. Work with M&E unit and media to disseminate domestic and world market prices of Rice.
  18. Facilitate linkages of local farmers and farmer associations to public & private organizations, including financial institutions.
  19. Perform any other relevant duties as may be instructed by the Supervisor.

(a)     Academic Qualifications

  1. An Honours Bachelor’s degree in Agriculture, Business Administration, Agricultural Economics, Rural Economy, Development Studies or related field from a recognized university/ institution.
  2. Must have Master’s degree in Agriculture, Agricultural Extension, Agricultural Economics, Economics, Development Studies, and Business Administration from a recognized university / institution.

(b)     Experience

  • At least five (5) years’ experience of working in market development as a trainer and good knowledge of participatory approaches and techniques.
  • Good knowledge of regional markets is an added advantage.

 Job Title: Rice Agronomist

Job Summary:        Coordinating the planning and implementation of all project rice agronomic activities and ensure close liaison with the project management and steering committee.

 Duties and Responsibilities

  1. Responsible for ensuring a productive rice crop under irrigation in the project area through a comprehensive framework from acquisition of seed through soil preparation to post harvesting and storage.
  2. Prepare all rice agronomy related documents to facilitate the planning, development, procurement of services, and implementation of the Project;
  3. Develop guidelines on basic techniques of irrigated agriculture (rice irrigation agronomy)
  4. Promote water management and soil conservation techniques
  5. Ensure sustainability of irrigation infrastructure through functional Water User Associations (WUAs)
  6. Develop with farmers a comprehensive cropping calendar, irrigation schedule and farm planning system
  7. Liaise with District Local Government, Private Development Partners, NARO, NAADS on research, extension and technologies in rice
  8. Promote Basic Practices: An Agronomic Technology Package.
  9. Put in place systems for sustainable soil and fertilizer use and management
  10. Carry out quality assurance in accordance with the project quality plan.
  11. Review and finalize the list of equipment as well as assist Procurement Specialist to purchase of the equipment.
  12. Conduct on-farm tests and demonstrations of the identified technologies and transfer them to farmers through NARI and NAADS.
  13. Review rice crop management practices at all irrigated rice schemes in the country to serve as a basis for identification of improved and appropriate rice production and post-production technologies.
  14. Review the results of activities of the project and provide recommendations for the improvement of the project’s work plan.
  15. Perform any other duties as may be delegated by the Supervisor.

(a)     Academic Qualifications

  1. An honours Bachelor’s degree in Agriculture or Crop Science, or Agricultural Economics from a recognised university or institution.
  2. Must have post-graduate qualifications in any of the above fields from a recognised university or institution.
  • Familiarisation with the small-scale rice-based farming systems in Uganda will be an added advantage.

(b)     Experience

  • At least five (5) years’ experience of working in the field of Agricultural Production from government or reputable organisation.
  • Good knowledge of rice agronomy approaches and techniques with farmers is an added advantage.

Duties & Responsibilities:

  1. Driving vehicles for official duty and assignments;

  3. Reporting major technical mechanical faults to the supervising officer;
  4. Maintaining basic records regarding the vehicles as instructed; and
  5. Ensuring the safety of the vehicle while on duty.
